On behalf of the Ministry of Oil and Gas of the Republic of Kazakhstan, I would like to welcome the exhibitors and visitors of Mangystau Oil and Gas 2010 - the 5th Anniversary Mangystau Regional Oil, Gas and Infrastructure Exhibition - and the delegates of OilTech Mangystau 2010 - the 2nd Mangystau Regional Petroleum Technology Conference.
The Mangystau Region, while continuing to develop rapidly, is opening up new prospects for cooperation between domestic and international representatives of the oil and gas sector, by inviting both companies already operating in Kazakhstan and newcomers to the region to work in partnership. The extensive hydrocarbon reserves, availability of engineering infrastructure, and expansion of the Aktau Seaport Free Economic Zone are attracting the interest of prospective investors, by providing opportunities for implementing large-scale investment and industrial projects.
The comprehensive programme of the exhibition and conference is aimed at consolidating business partnerships, addressing current developments and trends in the oil and gas sector, and providing an ideal opportunity for broad coverage of technical issues, challenges and prospects.
I am confident that the exhibition and conference will contribute to the further development of the oil and gas industry and the Mangystau Region in general.

Dear Participants,
I would like to welcome you to Mangystau Oil and Gas 2010 – the 5th Anniversary Mangystau Regional Oil, Gas and Infrastructure Exhibition – and OilTech Mangystau 2010 – the 2nd Mangystau Regional Petroleum Technology Conference.
Mangystau Oil and Gas and OilTech Mangystau have already become traditional events for the region.
The broad geographical representation and annually increasing number of participants in the events undoubtedly demonstrate stable interest in our region’s development.
Representatives of the business world, including those from far beyond Kazakhstan, are well aware that today Mangystau is one of the most promising and dynamically developing regions in the country, with its stable economic base annually confirmed by Fitch, the international ratings agency.
Naturally, the basis of the region’s economy is formed by the oil and gas sector, which is why all the major projects developed and implemented in the region are directly or indirectly orientated to it - including the further development of the Aktau Seaport Special Economic Zone; the expansion of the international airport in Aktau; the construction of motorways and railways; the building of a new business area in the city called ‘Aktau City’; the opening of the Caspian University of Technology and Engineering; and the creation of a Caspian power hub.
The implementation of all these projects expands the opportunities for positioning the region in competitive international commodity markets.
The Mangystau Region is also witnessing the continuing formation and development of support bases for offshore petroleum operations in Bautino, carried out by major Kazakhstani and international companies, such as KazMunayGas NC JSC, NCOC, Agip KCO, etc. Work is underway to expand the commercial seaport of Aktau, and to set up a new seaport at Kuryk and an offshore operations support base at Sarytas.
Currently, preparatory work is being carried out for the construction of islands at sea under Phase 2 of the Kashagan Project, with exploration work on Block N.
This year, with a view to developing the petrochemical industry, KazMunayGas National Company has started building a bitumen production facility in our region, to be fed by the Karazhanbas oil field.
Thus, the Mangystau Region is fully prepared to take part in all major oil and gas industry projects, in terms of supplying goods and services, providing qualified engineering and operating personnel, and developing infrastructure.
The issues raised during the annual technology forum reflect the complete picture of development of Kazakhstan’s oil and gas industry, including Mangystau. The potential of the region is extremely high. That is why cooperation opens up excellent prospects for joint work between domestic and foreign companies, and the introduction of new technologies and projects. This fully corresponds with the Head of State N.A. Nazarbayev’s political guidelines on development in the post-crisis period, and the State Programme of Accelerated Industrial and Innovative Development.
I wish all the participants of the events success, and I hope the exhibition and conference prove effective for your company.
