Dear Ladies and Gentlemen,
I am happy to welcome the exhibitors and guests of the 4th Mangystau Oil, Gas & Infrastructure 2009 Regional Exhibition and the OilTech Mangystau Specialised Conference.
Over the past years, Kazakhstan’s economy has demonstrated high development rates, and the results of this process can be seen in the enhancement of the socio-economic situation in the country and the increased quality of life of Kazakhstan dwellers. We have been able to make it to a great extent due to implementation of hi-tech infrastructure projects as well as introduction of the latest scientific and technical achievements in the oil and gas industry, which has been and remains to be the priority area of Kazakhstan’s industry.
Especially important in this connection is the role of the Mangystau Oblast as a major oil and gas region. A series of innovation projects in the industry’s production and processing sectors is carried out here today. Besides, the Mangystau Oblast boasts an important political and economic position in the cause of strengthening partnership among the Caspian region nations.
My hope is that the Mangystau Oil, Gas & Infrastructure 2009 Exhibition will once again become a platform for leading domestic and foreign companies to demonstrate their achievements and establish long-term mutually beneficial ties.
The OilTech Mangystau Conference will create conditions conducive to discussing the burning issues of the oil and gas industry and become a traditional meeting place for industry professionals.
I am sure that the Exhibition and the Conference, as central business events in the region, will make their positive contribution to further development of the Mangystau region by luring attention of Kazakhstan and foreign companies.
I wish all exhibitors fruitful work and prosperity.

Dear Ladies and Gentlemen,
I would like to welcome the participants of the 4th Regional Mangystau Oil, Gas and Infrastructure Exhibition and the 1st Oil Tech Mangystau Conference.
Mangystau Region boasts considerable potential in a number of industry sectors, amongst which an exclusive role is attributed to the oil and gas sector, energy, transport, and telecommunications. The region’s infrastructure is rapidly developing; civil and industrial construction is actively underway. A third of the country's oil is produced in Mangystau Region. A government programme to develop the Kazakhstani sector of the Caspian Sea, which will create powerful industrial infrastructure aimed at supporting offshore oil operations, is being implemented.
The stable political and economic situation, year-on-year growth in crude oil production, and the development of new fields contribute to continued industry growth and the influx of domestic and foreign investment into Mangystau Region. The implementation of major investment and infrastructure projects and the creation of new industrial facilities provide the impetus for ever more active domestic and foreign investor operations.
This Oil Tech Mangystau Conference, keeping pace with global and domestic oil and gas market trends, provides participants with an opportunity to state their positions in the industry, demonstrate their potential, strengthen business ties and increase cooperation. Thanks to their full programme, the exhibition and conference facilitate the continued progress of the oil and gas industry, providing unique opportunities for cooperation.
I wish all the participants of the Mangystau Oil, Gas and Infrastructure Exhibition and Oil Tech Mangystau Conference every success for the future.
K. Kusherbayev
Akim of Mangystau Region

We would like to thank the Ministry of Energy and Mineral Resources of the Republic of Kazakhstan, KazMunayGaz National Company JSC, and the Mayor of Mangystau Region for their continued support of the event.
Western Kazakhstan is the technological centre of the country, and has potential for the further development of Kazakhstan’s oil and gas sector, providing oil and gas market participants with a unique opportunity to introduce modern technologies and implement major projects.
We are confident that this year’s exhibition and conference will be an important and successful event for the industry of Kazakhstan and the region as a whole.
