In accordance with the Order of the Ministry of Energy and Fuel Resources No. 5 of 10 March 1992 the Central Control Department (CCD) was established as a part of MunaiGas Mining and Chemical Integrated Plant. In compliance with the Decree No. 251 of 21 February 1997 of the Government of the Republic of Kazakhstan, the Main Control Department of Oil and Gas Industry (MCD OGI) Republican State Enterprise was set up on the basis of MunaiGas Mining and Chemical Integrated Plant. According to the Order of the Ministry of Energy and Mineral Resources of the RK No. 46 of 24 February 2004 it was transformed in MCD OGI JSC with one hundred percent interest of the State in the capital. MCD OGI’s key objectives are as follows: Information and analytical support in the oil and gas industry, 24-hour monitoring of the core production processes, Analysis of the domestic and foreign oil and gas markets, Preparation of data concerning annual amount and specification of equipment and materials purchased by the oil and gas complex of the country as well as its needs with breakdown for subsoil users, oil transportation and processing operators, Maintenance of an integrated fund of the regulatory documents for oil and gas industry, publishing and dissemination of the regulatory documents, Preparation of the list of the current regulations of oil and gas industry, and Technical expertise of the draft legal and regulatory documents and their following agreement and approval in the Ministry of Energy and Mineral Resources of the Republic of Kazakhstan. Every day MCD OGI furnishes information to the Administration of the President of the RK, Government and Ministry of Energy and Mineral Resources of the RK and this information is used as a basis to make timely decisions on co-ordination of functioning of the oil and gas industry facilities. MCD OGI occupies a dominant position in the area of information services (Article 21 of the Law of the Republic of Kazakhstan On State Purchases). We keep working on a continuous basis over expansion of our information bases and search for new sources.
